Through hands-on experience supporting local governments, Crest Pointe understands how quickly documentation can become fragmented during disaster response and recovery. Important records are created across departments, systems, contractors, and personnel—all while agencies are focused on serving their communities and completing the work.

Who We Serve

About the Founder
Rachel brings extensive experience in FEMA Public Assistance, disaster recovery, grant and contract management, procurement, compliance, and federally funded programs.
Her experience includes serving at the State of Florida level in the administration and oversight of federally funded programs, including FEMA Public Assistance. In this role, she worked with FEMA and local-government subrecipients throughout the recovery process, providing programmatic review, technical guidance, project development support, and assistance resolving complex documentation and funding issues.
Following Hurricanes Helene and Milton, Rachel led the development of expedited FEMA Public Assistance Category A and Category B projects, helping facilitate the obligation of more than $439 million in disaster recovery funding for impacted communities.
Her broader experience includes managing multimillion-dollar government contracts, reviewing federal and state grant requirements, supporting procurement and construction processes, and evaluating financial and programmatic documentation.
This experience has given Rachel a unique perspective on disaster recovery—from understanding what FEMA and the Recipient need to evaluate a project to recognizing the challenges local governments face when assembling the records necessary to support their work.
