RecoveryFile Single Agency License

RecoveryFile is a proprietary documentation system developed and owned by Crest Pointe Consulting & Management, LLC.

By purchasing, downloading, accessing, or using RecoveryFile, the purchasing agency agrees to the terms of this Single Agency License and Terms of Use.

1. License Grant

Crest Pointe Consulting & Management, LLC grants the purchasing governmental or public agency a non-exclusive, non-transferable license to use RecoveryFile for the agency’s internal operations.

The Single Agency License permits:

  • Use by multiple employees and departments within the purchasing agency.
  • Use across multiple FEMA Public Assistance projects.
  • Use across multiple disaster events.
  • Storage on the agency’s internal network, shared drive, SharePoint environment, or similar internal system.
  • Reasonable internal copying of forms, checklists, guides, and related materials.
  • Adaptation of editable materials to include agency-specific information, project information, department names, or similar internal administrative details.

The license is issued to the purchasing legal entity and does not extend to separate governmental entities, organizations, clients, or unrelated agencies.

2. Agency Contractors and Consultants

The purchasing agency may provide access to RecoveryFile materials to contractors, consultants, grant managers, or other third parties working directly on behalf of the agency.

Such access is permitted solely for work performed for the licensed agency.

Contractors and consultants may not retain, reuse, distribute, reproduce, or use RecoveryFile materials for other clients or organizations.

3. Restrictions

RecoveryFile may not be:

  • Resold, sublicensed, transferred, or distributed to another agency or legal entity.
  • Posted publicly or placed in an unrestricted file-sharing location.
  • Used as a commercial deliverable for another client or organization.
  • Used under one license for multiple unrelated clients or agencies.
  • Reproduced, repackaged, or materially replicated for the purpose of creating a competing commercial product.
  • Distributed after removing Crest Pointe branding or ownership information for the purpose of representing the materials as another party’s product.

Nothing in this license transfers ownership of RecoveryFile or its underlying intellectual property to the purchaser.

4. Product Purpose

RecoveryFile is an Excel-based FEMA Public Assistance documentation system and toolkit designed to help public agencies capture, organize, track, and review documentation associated with disaster recovery projects.

RecoveryFile is intended to support documentation management and project-file organization.

It does not determine FEMA eligibility, establish reimbursement entitlement, replace FEMA Grants Portal, or guarantee approval or reimbursement of any cost or project.

5. FEMA and Government Disclaimer

RecoveryFile is an independent product of Crest Pointe Consulting & Management, LLC.

RecoveryFile is not affiliated with, sponsored by, approved by, or endorsed by the Federal Emergency Management Agency, the U.S. Department of Homeland Security, or any other federal or state agency.

References to FEMA programs, terminology, policies, or documentation requirements are provided for informational and organizational purposes.

Users remain responsible for verifying current FEMA guidance, program requirements, award conditions, applicable laws, regulations, procurement requirements, and agency-specific obligations.

6. Professional Judgment

RecoveryFile is a documentation and organizational tool and is not a substitute for legal, accounting, engineering, procurement, grant-management, or other professional advice.

The purchasing agency remains responsible for all decisions regarding project eligibility, procurement, contracting, cost reasonableness, compliance, documentation sufficiency, reimbursement requests, and grant administration.

7. Updates and Program Changes

Federal and state grant policies, regulations, guidance, forms, systems, and administrative requirements may change over time.

Crest Pointe Consulting & Management, LLC does not guarantee that RecoveryFile will reflect every future policy, regulatory, procedural, or programmatic change.

Purchasers are responsible for confirming current requirements applicable to their disaster, award, and project.

8. Ownership and Intellectual Property

RecoveryFile, including its workbook structure, guides, forms, checklists, documentation framework, written materials, and related content, is owned by Crest Pointe Consulting & Management, LLC except where third-party or governmental materials are separately identified.

The purchaser receives a license to use the product but does not acquire ownership of the product or its intellectual property.

9. Electronic Acceptance

By completing the purchase of RecoveryFile, the purchaser acknowledges that they have reviewed and agree to the RecoveryFile Single Agency License and Terms of Use.

Use of RecoveryFile after purchase also constitutes acceptance of these terms.

10. Questions Regarding Licensing

Questions regarding RecoveryFile licensing, permitted use, or agency purchasing requirements may be submitted through the Crest Pointe Consulting & Management, LLC website.
